Longtime port and community advocate Jess J. Ramirez has been sworn in as the new president of the Oxnard Harbor District Board of Directors, the five-member body governing the Port of Hueneme. Ramirez, who previously served as the board’s vice president, took the leadership reins from Commissioner Celina L.
