Capt. Robert S. Mohr is the new commanding officer of the U.S. Coast Guard cutter Waesche, taking over for Capt. Jason H. Ryan, who is expected to serve as chief of operations for the Coast Guard’s Pacific Area Command in Alameda. Vice Adm.
